Accessibility statement of the Federal Government Commissioner for Culture and the Media

This accessibility statement applies to version 1.0.4 of the KulturPass web-based application of the Federal Government Commissioner for Culture and the Media, which is available at https://storefront.prod.kulturpass.de/.

The Federal Government Commissioner for Culture and the Media is striving to make its websites and mobile applications accessible in line with the Act on Equal Opportunities for Persons with Disabilities (Gesetz zur Gleichstellung von Menschen mit Behinderungen, BGG) and the Ordinance on Accessible Information Technology (Barrierefreie-Informationstechnik-Verordnung, BITV 2.0).

 

Level of compliance with the requirements of the BITV

The accessibility requirements for websites are laid down in
section 3 (1) to (4) and section 4 of the Ordinance on Accessible Information Technology, which was issued on the basis of section 12d of the Act on Equal Opportunities for Persons with Disabilities.

Compliance with these requirements was tested through an evaluation carried out on 9 June 2023.

 

Non-accessible content

The following areas are not accessible or are only partially accessible:

  • In many parts of the application, information is not presented correctly. The structure of the website is difficult for users to understand. For users of assistive technologies, navigating elements of the website is difficult and in some cases impossible.
  • In some parts of the application, the reading order of assistive technologies does not correspond to the visual presentation of the content.
  • Some elements of the application cannot be accessed with a keyboard or else do not correspond to user expectations when they are accessed.
  • An error message that appears on the login screen disappears quickly.
  • In some parts of the application, the keyboard focus does not correspond to the visual presentation.
  • Some input fields which are mandatory are not designated as such.
  • Errors that affect users are reported to the relevant requirements for assistive technologies.
  • A small amount of very important content in the application is incompatible with assistive technologies.
  • When the width is reduced to 320 CSS pixels, horizontal scrolling becomes necessary and the elements are not displayed clearly.

The Federal Government Commissioner for Culture and the Media is striving to remove these barriers to accessibility incrementally.

Arbitration

If no satisfactory solution has been found after you have informed the contact listed above, you can refer to the Arbitration Service set up in accordance with section 16 of the Act on Equal Opportunities for Persons with Disabilities. The task of the Arbitration Service is to provide support for out-of-court dispute resolution in cases of conflicts regarding accessibility between persons with disabilities and federal authorities. The arbitration procedure is free of charge. The proceedings do not require that you have legal representation.
